La Plata became the seat of Charles County government after starting as a smaller crossroads. The Maryland Manual, the state's own reference on local government, records that the town was incorporated in 1888 and takes its name from the Chapman family's La Plata Farm. County offices, older in-town houses and the newer subdivisions that ring La Plata today sit on very different lots, which matters when describing where a room takes on moisture.
For an older house near the county seat's core, identify the cellar or crawlspace and any addition made since the original construction. In a newer subdivision, describe grading around the foundation and whether a garage or storage room has ever taken on water. No. Being near the county seat's government buildings does not change how a home is evaluated. Describe your property's own observations, such as a stain or odor, and the technician will assess the accessible spaces at your address entirely on their own terms and history.
If there is a known water history or a current odor, describing it before finishing gives the visit something concrete to evaluate. Photograph the space first if you can. A basement finished over an undisclosed issue can make a later question harder to answer clearly.
