Describe earlier conditions and supply dated photos or repair records. Current moisture measurements report what is accessible during the visit. An agreed sample may answer a present question, but cannot reconstruct every condition during a past leak.
Yes, once authorized access is arranged. Identify the affected rooms, any shared mechanical space and the person who can admit the technician. A report should record areas that were unavailable rather than treating them as evaluated.
Those methods answer different questions. A surface sample concerns the selected material; an air sample concerns airborne conditions at collection. Describe the stain and water history so the technician can discuss which method, if either, adds useful information.
